The Liberal Arts College (NYCU Liberal Arts College) is a specialized entity established by National Yang Ming Chiao Tung University primarily for undergraduate students, in cooperation with various academic and some administrative units to promote and implement a "four-in-one" liberal arts education.

Top universities cultivate social elites with expertise, ethics, and scholarly excellence. Following the merger, NYCU re-evaluated and adjusted general education, emphasizing learning as a part of life and fostering diverse learning and practical environments. The Liberal Arts College was thus established to offer an integrated education with "arts and sciences integration, personal and communal balance," establishing a curriculum that promotes holistic education, guiding students towards personal growth and social responsibility.
TSMC’s Honorary Chairman, Morris Chang, studied only three specialized courses at Harvard, choosing electives in other areas such as English and humanities. This opened his life to a rich appreciation of Western culture, Shakespeare, classical literature, symphonies, ballet, and theater, enriching his intellectual and spiritual life. He is a professional elite and an exemplary practitioner of life. It demonstrates that liberal arts education is crucial for developing personal depth and humanitarian awareness, regardless of field. Furthermore, liberal arts education teaches how to express "the results of one’s thinking." The Liberal Arts College’s courses are designed to cultivate critical thinking and help students express their ideas, fostering interpersonal communication and intellectual exchange as part of holistic education.
